What Does “Competent Person” Actually Mean?

Under the Management of Health and Safety at Work Regulations 1999 (Regulation 7), every employer must appoint one or more competent persons to help them comply with their legal duties.
A competent person is someone with the knowledge, experience, and training to identify hazards, assess risks, and advise on sensible precautions to keep people safe and compliant.

“Every employer shall appoint one or more competent persons to assist him in undertaking the measures he needs to take to comply with the requirements and prohibitions imposed upon him by or under the relevant statutory provisions.”
— MHSWR 1999, Regulation 7(1)

If you don’t have that expertise in-house, you can appoint Hi-Vis Safety as your external Competent Person.
